The ACC should make it clear they don’t play favorites and force Clemson and Notre Dame to play as many games as the SEC makes Bama, A&M, and Florida play. That would only be fair.

That's quite the slanted take by the SI writer.
Clemson had eleven games scheduled. Clemson prepared for the FSU game, traveled there (at $300K expense) and the game was cancelled 4 hours before kick-off. Clemson offered to play Saturday night, Sunday or Monday. All those options were rejected.
Now, with the FSU program beset with Covid and opt-outs, it's entirely possible they would not be prepared to play a make up game anyway. I wouldn't risk a $100, much less $300,000 going down there again.
The writer's comparisons to the Big10 and the ACC also don't include the season start dates of the three leagues. The ACC started weeks before the other conferences. Those other conference teams could very well be fresher, and have fewer injuries, than ACC teams.
My guess is the writer cannot stand the thought of TWO teams from the ACC being in the playoffs, even if ND is a one season interloper.

Do they not realize that Clemson playing FSU or Duke and ND playing WF this weekend means putting the ACCCG in a greater likelihood of being a COVID cancellation? A cancellation would mean both teams getting in the playoff. By playing, there’s a decent chance one gets bumped out.
