Newsome has no issue creating Executive Orders to force college football and the NCAA's hand (Paying players and potentially certifying another year of eligibility - https://www.espn.com/college-football/story/_/id/29598353/pac-12-unity-group-members-meet-calif-gov-office-virus-protocols-eligibility-concerns)

So why even worry about the South Carolina legislature? McMaster can't create an executive order that Clemson and SCar (Who both want to play apparently) HAVE to play this season? Who's gonna argue it?

Actually, the California legislature passed the NIL law. Newsome may be able to legally address some of their requests through Exec Order (I.e., health care concerns, etc.), but not all. However, he can use the bully pulpit inherent to his position to persuade 3rd parties. Compared to other states, the SC Constitution really limits the power of the Executive branch.
