What if only 3500 students decide to reserve a seat?

8000 seats in the lower deck reserved for students and 4000 up top. They will sell a maximum of 8000 reserved seats and the uppers will be distributed with the priority system.
But what if there is a recession or a revolt or whatever and only 3500 seats are reserved by students? What happens to the other 4500 lower deck seats?
The unreserved seats are still in the student section and will be part of the free seats available to students. There will not be any empty lowerdeck student seats because of price. There will not be any non students in the students section (no more than are presently there).
All the seats are still student seats and must be used by a person with a student ID. If ZERO seats sell they all remain part of the current free system. At least 4000 seats are guaranteed to remain part of the free system, but up to 8000 are available to be reserved.
So All the seats are still free. Unless a student pays $225. At which time they can cut in line and reserve a seat.
Nobody is making anyone pay anything. Just giving them the opportunity at a better reserved seat.

which has already occurred in the lower decks. Soon enough there will be more Clemson fans in the upper deck, with the lower decks being half empty or half of it opposing fans
