I don't have a problem with the ACC prepping the filing BUT filing this before FSU has legally made a move is slimmy and it just proves that the ACC shoots their wad everytime before insertion.

The ACC was smart to do this so it could pick the venue. Just good lawyering and I suspect FSU had been negotiating over the exit fee for a very long time and the Conference knew that going to the Board of Trustees was just a formality.
