You can see in the picture that this is what we currently have. (1 level)

and in the Youtube video below (at the 1min mark) the original proposal had 2 levels.

The initial plan was to build two tiers. I think each would seat about 1000. But the demand hasn't been there, so it's not something they're currently planning to build.

I think they're happy to keep the price up since it's relatively rare for the seats to come open -- if there were another 1000 folks waiting in line to get tix, then I'm sure they'd reconsider.
