Yes, we do have a portal scouting coach, who is scraping by on a paltry $275000 annual salary.
It's good work if you can get it.

Over the past two seasons who could have helped us at WR, and we didn’t even consider using the portal.

The transfer portal is a convenient scapegoat but I don't think it's the primary issue.
First of all, we didn't really have any scholies to give. In fact, people were complaining that Dabo might take away the walkon scholies to give to new recruits. So that's one issue.
Second is, the way we recruit is 'til graduation do we part'... so what does that mean? Well, unless you abandon that whole philosophy (and that would be REALLY tricky) you're not usually going to have a lot of space on the roster to fill with transfers.
Now, if people are transferring out you can backfill with people in the portal, but honestly they tried that this past year. They looked for help on the o-line but no one chose to come here. Not much they can do about that.
There's enough tangible to complain about with our program right now... while this is more the dog that doesn't bark.
On paper we have talent across the board. I'm not convinced that a few transfers would make a significant difference at this point.

we've lost on average 5-8 guys to the portal since the portal came into effect in October of 2018.
Dabo made a HARD LINE decision to stay away from portal players (in his mind "team cancer players") and BACKFILL our transfers OUT with HS players..........it can't work that way..........and it's finally rearing it's ugly head.
so using the "we didn't have schollies this year" is simply a scapegoat b/c he was NEVER going to use the portal to address the WR issues.
and I don't count the "half-a$$ed" attempt at the UVA or Louisiana Olineman a couple years ago. That was to check a box...........There have been WRs GALORE that are more talented than our Pathetic WRs hit the portal and instead of getting them into Clemson we wasted a schollie on a backup grad transfer and the great godson-nephew of bear bryant.

Well yes, if you don't count the times we've tried to get players from the portal then that's going to influence your read on it.
In the main, I agree with you, Dabo isn't ever likely to build his program with transfer players. And yes, some of the 'transfer players' we got (like the 'Bama kid or bringing Helms back in) aren't really what we're talking about when we say 'use the portal'.
But beware the sound of one hand clapping. There are some absolute ballers that have been in the portal but I imagine that if you look at the total number the amount of misses are significantly higher (someone used the example of Frank Ladsen... not exactly blowing things up at Miami I believe). So you can't just brute force 'use the portal' and end up with a game changing WR. It doesn't work like that and some people are acting like it's as easy as going and picking up something from the store that you need.
I think a more pressing issue is the coaching and use of the high ranked WR that we HAVE. We don't seem to be (on paper at least) wanting for talent there. They just aren't performing... and haven't been for a few years now. It's statistically impossible that we missed on eval of ALL of them in recruiting. That leaves developmental coaching and offensive scheme to use them.
TL R - I don't think 'use the portal' is a panacea for all that's wrong with us.

that have been plaguing the program for quite some time now......the portal is just one of them...........the coaching hires is another. Along with many more.
I do disagree with you about the difference the portal would make. If Dabo is the "recruiting guru" we think he is or he used to be then he can set up a plan to recruit the portal and get 2-3 WR talents here...............just like FSU.
Problem is he's made it so abundantly clear and public his hard stance AGAINST the portal that anybody who is looking to transfer isn't going to even think about Clemson b/c they know what preconceived notion Dabo will have of them.
we are shutting off a TALENT RESOURCE by turning our backs to the portal and that is PARTIAL to blame to where we are now as a program.

Maybe I'm just more pessimistic?
I look at the offensive scheme the past few years and just don't know that if you took one or two guys (take the top two FSU transfer guys for example) and plugged them in that we would roar to life. Maybe?
I also don't think Dabo has been nearly so hardline about not taking transfers as a lot of people claim. He's pretty consistently said 'we'll use it when we need to, we just don't feel like we've needed to'. Now, we can say that's coach speak and argue until the sun burns out on whether he means it or is just blowing smoke but officially... he's not as closed off as some think.

Look, I’m the biggest Dabo fan out there, but nobody is above reproach. His refusal to use the portal to address the glaring weakness we have in wide receiver is showing up on scoreboards. We’ve lost three out of four.

No evaluation or coaching. Just poach another teams best player. That’s exactly what Norvell did. Hard to argue with success.

It's far easier to stick with who you have and convince yourself that there isn't anyone better. It also requires a lot less time to actually search the portal to see if some players there might be helpful, review their game film, interview them, etc.
There is also a lot of work involved to bring transfers into the team with consideration of their personalities, degree requirements, etc.

Dabo may pick up a player or two but will never cheat like FSU and others. Right now, I would for him to get the coaching staff in order.

The transfer portal isn't our issue except for maybe a player or two.
We have enough talent to beat just about anyone. Unfortunately, I think our issue might now be how we aren't developing them....mentally and phsically as well as X and O's
