Cannot advance a muffed punt.

The ball has to be possessed by the receiving team for it to be eventually advanced by the kicking team after a fumble.

Because it's not a fumble. When a punt in muffed, the receiving team never caught the ball, meaning they never had possession. It's similar to the rule that an offensive team cannot advance it's own fumble.
