Surely there are some programs getting scholarship worthy portal players that don’t have scholarships to offer? What keeps them from adding enough money to the NIL offer to cover the kids tuition cost? Why do you need scholarships when you can pay players enough to pay their own way? Not for viable for all situations I’m sure, but why not for those great players that meet a critical need when scholarships are full?? What am I missing?

Some schools already bring in great players regardless of whether they have a scholarship or not. It will just force the bottom feeders on their roster to leave and they're fine with that.

Maybe not millionaires, but there are walk-ons who have NIL deals that pay them the equivalent of a full scholarship.
