What is the rule for coaches and the NIL

I thought coaches were not allowed to direct and control NIL money and that “pay for play” isn’t allowed.

Yet, I hear saban bragging about how he has complete control over the purse string and that he pays for performance

I am so tired of the joke that is the NCAA. Burn the &$@% thing down to the ground and start over with a power 5 league that comes up with and enforces the rules like the NFL
