They dropped the halo rule in 2003. Looks like it's at the crews discretion which is crap.

Nah. You're wrong. In the NCAA, if you come within 1 yard of the returner prior to the catch, even if you don't make contact, it's kick-catch interference.

The only thing is that you can’t impede catching the ball. So you can’t put your had in the face, between the arms, or touch the ball. But he did none of that and even moved back before ball arrived.

It literally doesn’t say that and also says that the “one yard” rule doesn’t apply if the defender steps back. You said “halo” which was specifically rescinded 20 years ago. I have no idea when this “one yard rule” that exists as a penalty only in one instance of dozens of examples was added and it shouldn’t have applied here since he stepped back before the catch.
