evenings and lays on the horn obnoxiously when they go by.
It's not a 'hey deer get off the road' toot. This is like a hooooooooooooooooooooooooonk assssshhhhhhhhhhhhhoooooooooooollllllle.
They seem to be honking pretty much at my house, there really aren't many other targets. One neighbor is old lady and although cranky at times, I doubt she is the target. Other neighbor was a potential target but they have now moved and the honking keeps up. Maybe the honker doesn't know they moved, IDK. I can't for the life of me think of anyone who WE would have pissed off who would be driving by and decide we deserve this tooting aggression.
I've started to notice it's around the same time each night - a few minutes after 11. Somebody is presumably getting off work - maybe from the duke's factory nearby - and laying the honk.
So my question is - do you know where I can get an affordable RPG?

I mean, certainly not a long hold and not at night.
But I am assuming this is a friend of your kid. I don't know where you can procure an rpg, but if you arrange some serious fireworks in the right order you may be able to get a similar affect.

stand outside at edge of driveway in dark or very dimly lit precisely at 11p.
don on a your best dark robe, clown mask, weaponry (butcher knife, sword, 12 gauge).
and just stare.

buy a sound-triggered camera, and use it to identify the vehicle.
Then follow him home and skin him alive with a Kbar.
OR, just sit outside and wait for him to drive by and ID him

until very recently.
STORY TIME!!!!!!!!!!!
So these jackwagons were parking their cars in the road, at the end of their empty driveway "to make a safe area for their kids to play". The problem is, the cars were there all teh fuggging time. Day and night, whether the kids were out there or not. Also, this location was on teh outside curve of a blind corner in our neighborhood. The inside of that curve was all trees so there is no sight line to see oncoming traffic and where they were parking forced you to drive into the oncomming lane.
So i started laying on the horn around that curve, same way I would sound in a boat leaving a marina or similar. I told the beta husband why i was doing it and it took them a couple weeks to figure out i wasn't giving up. I won in the end. They don't park in the street anymore.

I'ma take my excavator and dig two parallel ditches across the road above and below my property. I figure 2' deep and 2' wide, a few feet apart.
Honestly, if I lose power for more than about 12 hours, I might just go ahead and do it.
Actually below my house, there's a spillway and a large pipe for a creek... I could just bust that pipe and it would take care of itself.
I have an inordinate amount of experience with road blockages and keeping out unsavories.... mostly on family hunting and timber land...
The Adidas Rule of Keeping People off your property:
The barrier has to be easier, faster, and harder to put up than it is to take down.
Gates - no good... expensive, time consuming to put up.... they can be snatched down with a truck.
Pile of logs - pretty good... free, not too time consuming... would be a bitchhh to clear out of the way
Pile of old washign machiesn full of quickcrete - meh. moderately expensive and hard to put together. would be moved with a large enough truck. throw some rebar between them where they're sorta chained tgether... now you're getting somewhere...
Digging some huge ditches - now THAT's cheap, fast, helll it's even fun to do. That's my go-to for blocking roads.

stout trees that kept people off an old mountain property for a few years. Of course you could have got through with a sturdy set of bolt cutters - or a chainsaw - but it would have taken some effort.
Your two ditches idea is pretty pretty good.
