If there were specific rules/guidelines that absolutely had to be followed, and malefactors would absolutely be punished, then these problems might be greatly reduced, though not completely eradicated. There are always the brazen ones who simply don't care about the rule of law.
Unfortunately, if there are any rules, they are not being enforced, the proverbial guardrails have been shattered, and all sorts of chaos have ensued.
BTW, the coaches aren't the only ones who bear the blame. The networks, conferences, schools, and boosters have also fueled the flames of this madness.
