means? My interpretation is that based on all the days in the past with similar conditions, the percentage is the actual number of times it rained on that date. Therefore, a 40% chance of rain means that it didn't rain 60% of the time.

Does anyone have a different take on this?

interpretation of how a weather forecast precipitation percentage is the correct one. Basically what we look for are the conditions that would be favorable for rain. Tomorrow's 50% chance pretty much means that conditions are favorable and there will be storms in the area, but we don't know if one will pop up on your location or not. Just be ready for an epic tornado and it raining cats and dogs, but if that doesn't happen you'll have a great time tailgating.

I'll oversimplify it here for ya:

40% chance of rain means it ain't raining. And if it does it won't be much and it won't last long if it does rain.
