He thought it was embedded. It clearly was not. That should have been a penalty.

If you are not sure it is your ball and cannot do it without lifting it , you can . Usually happens in deep stuff . Think stepping on it

He did not put a tee down to mark it?I did not see it if so.Just guessing but the tournament officials probably told the remaining players on the course before play resumed that the could "Lift,Clean and Place".Not sure though,just assuming

with no official in the area. I thought you had to get a ruling before yo touched the ball.
