If QBs are so valuable in CFB why not #1 in recruiting

Seems to me, a recent recruitig trend is to rate DEs, DTs, etc as #1 recruits. Used to not be that way. In '80's, '90's, 2000s either QBs or RBs were ranked top recruits. What gives?

The SEC never signs the Top rated QB's

I think part of it is QBs are so hard to project to the college game whereas DL are easier to project just based upon size, movement and athleticism.
