Furthermore:
(E) For purposes of this section, the terms "premises" and "property" DO NOT INCLUDE state or locally owned or maintained roads, streets, or rights-of-way of them, running through or adjacent to premises or property owned, operated, or controlled by a private or public school, college, university, technical college, or other post-secondary institution, which are open full time to public vehicular traffic.

As you can see the new law strikes out the concealed weapons permit language making it legal. And if he was pulled on a state or locally maintained rd then it's not a violation either. Which according to P&C Clemson University Police’s daily crime log lists an arrest that occurred at 8:17 p.m. on Feb. 6 on 188 Old Greenville Highway which is a public and state road(hwy93)
I stand by my statement the arresting authorities should make a public apology.

I don't think you are reading this properly. They struck out the CWP part and replaced it with:

This section does not apply to a person who possesses firearms and is authorized to park on the capitol grounds or in the parking garage below the capitol grounds

I can't imagine Capehart is authorized to park on the capitol grounds.

It is still not legal in SC for just anybody to have a gun in their car.

so here is the law that is currently written.

SECTION 16-23-20. Unlawful carrying of handgun; exceptions.
(9) a person in a vehicle if the handgun is:

(a) secured in a closed glove compartment, closed console, closed trunk, or in a closed container secured by an integral fastener and transported in the luggage compartment of the vehicle

SECTION 16-23-420. Possession of firearm on school property; concealed weapons.

(A) It is unlawful for a person to possess a firearm of any kind on any premises or property owned, operated, or controlled by a private or public school, college, university, technical college
(E) For purposes of this section, the terms "premises" and "property" do not include state or locally owned or maintained roads, streets, or rights-of-way of them, running through or adjacent to premises or property owned, operated, or controlled by a private or public school, college, university, technical college, or other post-secondary institution, which are open full time to public vehicular traffic.

He was pulled on SC 93.

This is the section that protects all of us when we come to town on gameday.

So, as a carrier of a Concealed Weapons Permit, I am allowed to open carry a gun except on Federal or State property or on school grounds. Is that correct ?

You can have a firearm in your car now if you follow those rules. The key rule is that it has to be your firearm and registered in your name.
