Why not have all ACC teams agree to dissolve the ACC as it exists today and

start a new conference with the same teams? This would require no buyouts, dissolve the GOR, and absolve ND of any involvement with the “ACC” in the future. Just set up new bylaws, invite a few additional teams, and establish a new media partner (most likely not ESPN).

That would never pass legally. You cannot just reorganize in order to get out of a contract.

Not to mention that I doubt they would even get the same amount of money they currently are, it would probably look like that 20 million a year deal the Pac 12 had from Apple, especially with Clemson and FSU gone.
