If steps on a ladder are called rungs, then why is it called a step ladder?

I don't think "steps" are called rungs. Aren't rungs the round "bar" thingys you stand on that make your legs hurt?

Ergo, a ladder with "steps" is called a step ladder. A ladder with rungs is just a ladder.
