I thought once a pass is made, the person with ball is considered a receiver. He’s tackabke

Were you watching the play? It wasn’t the quarterback. It was a lateral to the WR who then threw it. The WR isn’t the QB and cannot throw what ball away. He also isn’t considered a passer for the purposes of a roughing the passer penalty. Unless they were calling it targeting (which they obviously weren’t) it’s not a viable penalty.

This is false. He’s still given protection from roughing. You are correct about him not being able to throw it away.
