It sounds like his effort on and off the field aren't where it needs to be in order to be elite. Natural abilities can only take you so far.

I interpret what they are saying as; "Zaire needs to put in the work in the weight room to get his body right. Plus, go out and play with aggression like he really wants to make plays instead of just going through the motions"!

To his credit, they are saying he has all the tools; but he isn't applying himself fully!

How I read it anyway.
