They don't erect barriers in the base path when building a field.

where no part of the field carries a different designation from other parts.

You cannot block the base path in baseball. There used to be a rule and I guess there still is that if the base runner goes outside the base path to avoid a tag, he is automatically out. That implies that the base path has to be left open. Doesn't matter if it's a player or an umpire.
