Robert Smith Smith will miss the first half of next week’s Georgia Tech game after a fourth-quarter ‘targeting’ flag, and Smith was tossed after the hit he put on Wake tight end Cam Serigne. The third-down play also resulted in a personal foul and automatic first down. The play was reviewed, and despite angles that appeared to show a clean hit, the call was allowed to stand. TigerNet spoke with an ACC official Friday morning who confirmed that the league can’t review or overturn the decision because of the NCAA rule that was instituted for the 2014 season. The league source said that conferences no longer have the ability to change the targeting call once it is upheld by replay officials. The 2014 rule change made it possible for in-game reviews but did away with reviews by league officials after the game.
