Is his agent Scott Boras ??

Get all you can while you can, a single season franchise tag does not really help except short term...that means wants a 4/5 year deal worth 100Mil or more. Apparently nobody wants to pay it

even though he's never proven himself to be more than WR2 in the Bengals' offense.

His production last year, namely targets, catches, and yards, were all down significantly last year. This was partly due to injury concerns, which caused him to miss several games.

Teams are understandably hesitant to give him a huge deal given these factors. I hope he can stay healthy and get a big contract. He's an incredible receiver when healthy.

I disagree. Higgins would be WR1 on any other team besides maybe Minnesota. He should get WR1 money and should try and leave if he doesn't get it.
