They have not taken a formal vote because the Commish knows he doesn't have the votes to pass.
There are rumors a vote will be taken today or tomorrow, but there is doubt, of course. I suspect the 4 no votes will want SIGNIFICANT concessions to change the vote. Think dramatic reduction in the term of the GOR.

I could be wrong on this but I think the conference might only have some sway on the exit fee and I believe ESPN would be the only one who could really impact the GOR.

not party to the GOT itself, the media agreement requires it and it is part of this part of that agreement. Changing it in any manner more than likely would break the media agreement.

And I think you are both wrong. The GOR is between ACC members. Prove me wrong.

The GOR would remain intact as long as there are the same number of teams that the GOR requires. I think the ACC could renegotiate between individual members as long as the total number of games ESPN has rights to doesnt change. (Like ACC could say Clemson and FSU if you vote yes we will release you from GOR requirement) I could be wrong but thats what I think could happen.

Not even close to correct.
The GOR was enacted to prevent further defections from the ACC after Maryland left. There are copies of it (reported to be it anyway) readily available. I have posted it on this site before and read the entire document. It's not difficult to understand.
The ESPN TV contract is a completely separate document and has nothing to do with the GOR. There is "supposedly" a clause that ESPN can "adjust" (read: "reduce") the payouts if the membership drops below 15. This document has never been published to my knowledge. If this clause does exist, it may explain why the ACC is trying hard to add members if they fear FSU (and others) plan to leave.

That has never been proven, if you have access to the contract we'd all love to review it.

You won't know the new teams are in the conference until they show up at your stadium to play a game.

I am sure it had nothing to do with the delay, but the ACC also moved from Greensboro to their new offices in Charlotte on Monday.

Phillips attended the CFP commissioner meeting via Zoom. That indicates to me he’s still focused on getting CalFord and SMU over the finish line.

That in itself is scary. He needs to be there in person to keep Sankey and Petitti from taking as many spots as they want now that the PAC is dead. Bet you Yormark (Big 12) is there making sure they get their share

He was the ONLY Power 5 commish that did not attend in person. This guy seems even worse at his job than Swofford was. His main goal seems to be keep the ACC alive to preserve his job.
